Introduction

Earlier this year the government issued a new consultative document entitled Choosing health: making healthier choices easier (D of H 2005). It is one in a series of documents which have been the result of government’s policy to improve the health of the Nation in general terms.

Some of these initiatives include The Game Plan (2002) and At least five a week (2004). The definitive document in this series could be considered as Saving lives: Our Healthier Nation (1999) which sets out all of the Government’s initiatives to achieve the goal of greater health. The goals are defined in various ways in the various documents but they are not mutually exclusive. We shall discuss the specific goals of Choosing health: making healthier choices easier later in this essay.

We shall examine the rationale of the whole Government White Paper in the specific context of one particular health Promotion exercise that is in the process of being set up by the author. It is designed to be consistent with the aims of this particular White Paper, and we shall examine the evidence base behind both of these entities in due course

Background
The background to this essay is that the author is a community staff nurse who has an interest in promoting fitness. She is doing this by advocating a Healthier Walking scheme. This is in broad consistence with the goals and aims espoused in Choosing health: making healthier choices easier. In order to fully explore the potential benefits of running a scheme such as this, we need to examine the evidence base that relates exercise to health. (Sackett, 1996).
Methodology
The methodology of this project is comparatively simple. We have used a database search at the local University library (To the client: I would suggest that you personalise this with your local University) to identify and retrieve hard copy of various peer reviewed journals which may be of relevance to this project. They were read, critically analysed and then either included in the literature review or discarded for being of less than optimal relevance

Choosing health: Making Healthier choices easier (2004)
In order to fully evaluate the issues we have to consider the contents of the White Paper itself.

Although the Government White Paper was launched at the end of 2004, it was preceded by an extensive consultation exercise which began in March 2004. It canvassed all types of expert opinion before publication of the definitive Paper. It had as its main objectives the tackling of health problems in general, but obesity, smoking and sexually transmitted diseases in particular.

The purpose, as we have already outlined, is to highlight how the Dept.
