Many former public services like waste removal are now contracted out. The managers in those particular firms often have clear criteria to fulfil, satisfying council guidelines, etc. Therefore their management requirements are closer to the M&S manager but with other less popular/easy fields it is not always so clear. As John Harvey-Jones points out, No business is required to sell its goods and services to everyone but the health service must provide a universal service available to every man, woman and child in the country.
In many respects it has become harder to therefore classify a public sector worker and the demands placed upon them. Traditionally, the public sector manager would have negotiated with stronger trade unions. Although sectors like the police force and health care still have strong union representation, many of the new managers in the public sector are finding that they do have more power to hire and fire people. Though this is normally not to the level of the M&S manager, who can fire and be fired very easily, often managing in a climate of fear.
The public sector is growing in the 21st century and many traditional values and systems are being dismantled. There are new-found market demands in numerous sectors putting many managers under more scrutiny than ever before, without the experience of the private sector counterparts. Many are also only given short-term contracts compared with the previous ‘job for life’. However, the crossover between the two sectors will mean that many public sector officials will command higher salaries. There are though potential difficulties for the managers in public sectors, which are having artificial performance measures rather than market demands applied to them.
At the start of the 21st century, the Marks and Spencer manager is at least fully aware of the demands placed on him, whilst the public sector manager may not yet be.
